A state does not have one inventory. It has fifty, and none of them agree.

Surplus property in one agency is a spreadsheet, in another a legacy database, in a third a clipboard. Evidence rooms follow their own rules. Fleet and equipment sit in a fourth system. Reconciling them at year end is a project every year.
